Will this dog die? should i call the RSPCA or something?

THIS IS NOT ABOUT ME!
ok so my friends have a three year old Auzzy CoolieXCattle dog about two days ago he got a tick (those parralizing ones) they only got it off him yesterday, but he can't move, his throat is swollen and paralized and he is choaking on his own spit and drool. I called them last night and asked if Zuma (that's the dog) had gone to the vets? They said no cause they couldn't afford the bills and that God would save him(not knocking anyones believes but that's stupid) i told them to call the vet I take my competting dogs too, cause he is really good and if you can't pay right there he let's you pay it off slowly (emergancys only) they said it was to late for the vets to help and that now it was up to god...
They told me that because he can't eat or drink they put water on his lips and gums. They also rotate him from side to side every hour, wouldn't that spread the poision more?
Should I give the rspca? Cause Zuma is dying a very slow and painful death, he isn't that big and has heart problems aswell...
They have also been asking me if they can buy one of my dogs pups, I said bluntly after this -NO cause they can't even the right thing but their own dogs
