Windows Vista won't exit out of any internet pages.?

Everytime I go on the internet and push the x button it goes to a blank white page. I know to push Ctrl+Alt+Delete and it works. But it is very annoying to do that everytime. Is there a way to get this to stop? The x on the tabs button works fine. But, the x in the right corner is the one that is causing it.
