With verizon smart phones, do you have to buy a data package for smart phones?

I know for at&t you can get a smart phone with out the data package you can just use wifi which i would rather have. What happens if you buy a smart phone as your upgrade for verizon and refuse to purchase a data package, will the phone not work? or make calls? I know they really push the data package and that its a lot more convenient but id rather not buy it if i don't need to
I know for a fact that my friends with at&t just use wifi
 
all major cell companies require data plans with their phones:
Sprint, AT&T and Verizon

AT&T does require a data plan with any of their smartphones, their data plans start at $15 a month for 200mb, and IS required for any smartphone... ask AT&T, or check their website, it shows they REQUIRE data plans for any of their smartphones.
