Would a Tattoo Shop Mind If I Came In and Discussed A Potential Design?

I've got my mind set on having a Leg Sleeve, something Angelic (Like a Stained Glass Window) in a church. But I am lacking ideas, I have a general idea but nothing solid, maybe if they showed me a few bits of previous work?
But I don't want it now as I lack funds, I want to get an idea, then I know I will improve it in my head over time and come back?

I don't want to seem like I am wasting their time?
Or should I just come back when I want it and can get it?

Go in and explain what you would like to do and ask them about possible designs ideas and ask them for an estimated cost. You can't be expected to have the money ready unless you have a general idea of the cost. Your not wasting their time - they work for you and want you to be very happy with your design and their services. You may want to call ahead and ask for a specific time they could meet with you - you don't want to come in on a busy Friday or Saturday night (you don't want to be rushed either).

Absolutely will not mind - if they do look elsewhere. You need to be comfortable, first and foremost. Most people collaborate with artists on their design. Your tat will look better if you find an artist that can give you ideas you really like, shows you have similar visions, plus they'll often charge less if it's something they're interested in drawing.

No artist worth their salt would have a problem with discussing ideas with you, if you're unlucky enough to find one who does then I'd suggest simply not employing that artist to tattoo you. It's definitely a good idea to call before you visit them. You're not wasting their time, if that's how one of them wants to see it then you should find an artist who is willing to invest properly in the creative process.
