Would police hunt you down for smoking pot?

Depends on the cop. Most cops wouldn't go to that extent to get you for smoking dope. And they can only search your car if they have a reason to, like if they smell weed.
 
In WA state, say you park in front of a store, hotbox your car w/ 3 people, drive off to air out, and come back & it all gets recorded on the store security camera, would they report you to the cops & track you down by tracking your license plate & arrest you? Could they also search your car? How much evidence would the police need to arrest you for a crime?
