Anderson Silva (he has fought the best of the best)
Fedor Emelianenko (fedor still needs to fight better fighters)

Urijah Faber
Randy Couture
Antonio Rodrigo Nogueira

BJ Penn
I put Penn below because he still needs a few more wins underneath his belt.
