Writing a fitness programme?

Just wondering, say i have a 60 minute programme with 5 minutes each on both warm up and cool down. (50 minutes for exercises) If i want to have 2:30 per set using machines like bench press and lateral pulldown, (using a simple programme with 5 exercises with a 4 lap circuit) Can i give recovery phase during a set of reps or should i alter tempo? If this question isn't clear tell me and i will edit it.

So if one of my bench press sets is 2:30, how can my client last ? (recovery during set)
I know i can choose a goal number of reps per set instead but how do i time manage if i use this way? seems 12 reps at beginner level at low weight would take only 30 seconds.
