Xbox 360 Cyber Cafe Type Business?

there are places where you pay for time and they let you use their computers and internet to play games. i was wondering if you could do this with Xbox 360 consoles as well. have people pay for time and let them use the Xbox with or without the net. would I need to pay any special fees for a place like this? or would i just need to go through all the usual business steps? any info on the subject would be great, thanks
