You owe me money for not washing the dishes?

My buddy and I are college students who are deciding to move into together. For the most part, we have pretty similar wants out of the household, a place to sleep and be close to campus for cheap rent while the apartment is clean. We decided to set down some house rules because we wanted to do what we can to keep the place comfortable but he insists that there should be a consequence if one was not to follow the rules. Such as if you don't do your own dishes, you owe the other guy five dollars. I think this is too far, we are just two people living, I think we could work it out much more simply. I personally don't want to go into an agreement where I may have to owe my roommate money for just being myself. I also believe that monetary compensation is negative incentive and that we could think of far better consequences than I owe my roommate $25 cause I didn't do the dishes.

And what if he didn't do the dishes, then we would owe each other less and the dishes still don't get done. The idea is not full proof. Any suggestions on what we could do?
 
First, lick the dish, DO NOT SWALLOW
Second, Lick in between his eyebrows, DO NOT SWALLOW
Lick the nearest cockatoo, NEVER SWALLOW
 
Sounds like you guys are now ready to come out of the closet. your already bickering like an old couple.
