When I use Bittorrent my internet will randomly switch to limited and the only way to fix it is to hard-reset my computer. Any ideas?

I use bittorrent to download "things". I have 10mb broadband which i get a regular 7.8mb second when tested. Is there a setting i need to change to stop it being limited to 1mb second? Its always the same regardless of swarm speed
