how do i freely create more sims and build houses just for fun or for use? im really kinda disappointed at how i only had 1 shot to create the sims for my household AND entire game! is there a "free build/create" option? PS3 NOT XBOX OR PC/MAC

i just bought the late night expansion pack. i noticed that there are no bars, dance club lounges etc, on the map!!! i don't know if its supposed to be like that and i have to do something or if its just something wrong with my game. if i do have to do something, please explain what i have to do...
