1996 GMC Jimmy not starting?

My 1996 Jimmy is not starting consistently. I don't drive it very often, maybe three times a week, for about 15 minutes each time. It usually starts the first time at home, and then when I go somewhere, usually only a quarter mile, it won't start when I try to turn it on to get back home. It just won't turn over. I pump the gas and try to start it and repeat the process a few times and it will then start, sometimes I need to wait a minute and then try and it starts with pumping of the gas. I have been getting lucky getting it started, but I feel it's only a matter of time before I'm stranded.

It's been leaking oil for awhile now. I replaced one set of hoses, but not the other set. I also checked under the hood today and found there is a black metal pipe going down into the top of the engine, beside the alternator, that is corroded and leaking green liquid which appears to be antifreeze. The corrosion looks like battery corrosion. I am a complete novice when it comes to cars, so I'm hoping someone can give me some detailed ideas. Please help.
Thank you. It is trying to turn over, and pumping the gas is the only way to get it over the edge. It will try to turn, then I pump the gas and it finally rolls over and rpm goes to about 3000 and then if I just let the peddle go, it will flicker out, but if I feather gas for a minute and let it down to idle, it stays on. Never dies while driving, and easy to start after engine is on for awhile, ie 20 minutes of driving.
