88 Lincoln town car Transmission wont shift?

My Lincoln wont shift out of first gear and makes a whinning noise kinda like spinning a bearing. itll go up to about 15mph and start the whinning noise and i let off the accelerator and push back on the throttle it doesnt want to accelerate until it reaches back down to 10 or less mph. This car is the Limo edition. ive come to thin that the transmission and engine was the same out of a regular Town Car. i took off and completely cleaned the throttle body w/ no avail
 
You NEVER want to get your transmission flushed like the other poster (IDIOT) says, every mechanic I have ever met called the powerflushing machine a "Transmission F---ing machine". It is supposed to reverse the flow of the fluid compared to normal to remove the particles, it removes some but 40% of them are not removed and goes back into the trans. It will basically make your transmission screw up in the next 200miles.

You only change the fluid for the transmission.

Chances are that your solenoid (or accumulator piston) in the transmission is broken, its basically like a piston that moves when its supposed to change gear for the 1 to 2 shift. The rubber seal around that piston is most likely worn beyond functioning therefore it wont shift from 1 to 2. However since when you let off the throttle it will shift than its basically going from gear 4 to 2 as far as I am understanding. A new upgraded piston, seals and springs runs around 50 usd, it takes about an hour to install. You might aswell get a shop to do it because its very messy and you need to keep all debris out of it. They wiill have to remove the transmission pan, change the piston and springs and than fill it back up. Your looking at around 200usd total depending on the quality of fluid.

And yes, the only difference mechanically between the limo edition and regular is an extended driveshaft, some heavy duty shocks/springs, extended wires and possibly a heavy duty alternator
