91-93 Honda Civic?? Belts or no?

At the moment i'm not 100% sure what year, I know for a fact it's in between 91-93. I just purchased this vehicle through someone off Craigslist.

Everytime I start the car up, come to a stop, or press on the break..it will make this loud screetching sound, once I start driving, the noise will tamper off?? I suspect my belts have gone bad? What do you think?

Roughly to get a full tune up and oil change, how much would it cost?? To either have it done or just purchase the items and do it myself??

Also the Filter off my cold Air intake keeps falling off? Both pieces look to be a bit bent. Can this hurt my car, I can tell it is loosing power because of it?? My car lags up until about 5RPM??
 
Well basically the 91-95 Civics are the same

What it sounds like is probably the belts maybe too tight or loose, when i first bought my civic (used 95) everytime i used the ac the belts would screech cause they were too tight

I don't really know about the cost for a tune up since i change my own oil

If the intake keeps falling off you may have to tighten something or you may have to buy a new one also the lag....it depends on what type of lag your talking about that could be the normal way the car drives until VTEC kicks in which happens at 6000RPMs... If on your engine cover it says VTEC that is that little boost you feel at about 6000RPM....if it doesn't feel like a little boost then you may have to cleanout your intake manifold but the VTEC boost is normal

Check you title/ownership documents as well as your insurance slip as it will state the year of Civic you purchased.

What you describe sounds like belts.
Re-connect the modified intake system as it likely will correct the issue.
You take risks buying a used car that has been altered by someone else.

Mileage on the car will determine what direction to take with a basic tune up.
I'd do the plugs, cap and rotor, ignition wires, air filter, PCV valve, clean the throttle body and possibly the fuel filter.
