A truck with both of the owners on the title deceased?

What is the son's is the wife's property. She has 50% stake in it. So the mom should think twice or she may wind up owing the wife.
 
The owners of the truck are grandfather and grandson and each of them died within a short time of each other. The executor of the grandfather's estate is the daughter of the grandfather and the mother of the grandson. The grandson was married at the time of his death and the wife has not filed for any executor papers with the court. The mother has taken care of all his bills and such. Can the mother file for executor of her son's estate even though he was legally married? The mother wants to gift the truck to a family member.
