A type of DVD Converting program that can do this?

I have a video on my computer thats in MPEG-4 format and

I want to know if there's a program out there that I can convert this to

DVD format?

And also. Since I'm editing the video(the one I want to convert to DVD format), I need a program that I can mute the video and add my own

MP3 song that can play through the whole video.

I'd really appreciate the help.
