Action Replay DSi - Downloading 1.71 firmware - How do I do it?

I am trying to figure out how to download the 1.71 firmware for the Action Replay DSi, but I'm stuck on the first step. How the heck do you unzip a file with a .bin suffix? Also, I wasn't able to do an update for the cartridge for the longest time because I didn't have a cable, but whenever I click "Update Software" on the manager, it says that there are no updates available. What do I do?
