and it goes out when they get out.. there are no airbags in the seats

I think desert camel is correct: It shows the passenger side front airbag has been disabled. It can be turned back on by plugging in diagnostic equipment.

2 things...your passenger airbag may be swiched off,the light is there for a warning when the seat is sat on or its a warning to put on the belt, try and siee if it goes out...
EDIT
it could have been swiched off when a baby seat had been fitted and not swiched back on...switch may be on the side of the dash/inside the glove box ,near the ign key or even part of the ignition switch itself..

Airbags go on when there is a passenger. No passenger the bags on that side turn off. The bags are not in the seats, but the sensors are.

well it sounds like you have a short in a wire, or there is a spring in the steering wheel that could be going bad. and it is weight sensitive. Dose the light go out when the seat belt is fastened.

Hi, your airbag sign will form part of your SRS system, this can be caused by seat belts etc, one for the garage I am afraid.
