Am I able to use my Desktop PC as an external DVD drive for my Laptop?

I have a Pavilion dm3 laptop that does NOT come with any cd/dvdrom drives. I've run into a hard drive issue with the laptop and needed to replace it. Since I couldn't run a restore since the hard drive was bad, I had to order the restore cd's. Before I go out and buy an external dvd drive, I was wondering if thier is a way I can use my desktop PC as an external dvd drive to install windows back onto my laptop? Thanks so much for your time and help in the matter.
I forgot to mention, the laptop has a brand new harddrive that is entirely blank. I can't get to ANYTHING on it. It just tells me "No bootable device found" when I turn it on. So I'm unable to get anywhere on the laptop. I just wanted to know if there was a way to connect my pc to my laptop and have it act as an external DVD drive.
 
You can try loading windows via PXE

Or if you have the operating system disk disk you can create a bootable USB thumb drive using WintoFlash.

Note: if this is some goofy recovery disk set that HP is notorious for, and not an actual operating system and application DVD you may have to break down and by an external usb dvd rom drive in order to use it.
