Are Final Fantasy VIII and IX planned to be released on PSN for download...

...in the future? After Final Fantasy VII was released I was hoping to find the other two that were released on Playstation available for download.
Also, as a side question (I don't want to spend 10 more points), is it possible to play Final Fantasy XI without internet or is it strictly MMO?
