...stuff illegally? Obviously there are to many people for them to go after individuals but theoretically do they have the ability to catch each one by using the I.P. address?
 
no. what happens is that the internet provider reports such problems to the FBI not the police... also such search sites like google ,,, for example if you tries searching for child porn they will report you immediately... in away its good this protects everybody and keeps all those sick people of the streets... when it comes to music the music industry takes care of that.
 
It's mostly the ISP. The ISP, if they want, can report you to the police.
