Are torrents COMPLETELY safe and legal to download in the U.S?

So are they safe? And is it legal to download them? Because I've heard that it's only illegal if you distribute them. But are they legal to just download for yourself, like to watch the season of a show?
Please let me know! I want to get the Hero 108 season 1! D:
