Are we entitled to medical cover in Australia?

My family and I have been living in Melbourne, Australia for just under one and a half years, I'm wondering when we are entitled to free emergency surgery? The reason I ask is because I want to get my lip pierced, but if the worst happens, and I get a bone infection or worse, I'm wondering if we will be covered?
