ATT Family Plan Confusion?

I have a contract with sprint, which is about to end.
I would like to get an iphone and be added to my significant other's ATT plan, which currently just has the one line, and a non-iphone device belonging to my significant other. Here is what the ATT site says about adding a line:

"Note: For customers with one line of service wishing to add another line and convert to a FamilyTalk plan, please follow these steps:

1. Add a new line of service.
2. After receiving your new device, log in and choose "Convert to FamilyTalk."

We apologize for the inconvenience. We're working to improve this process."

After choosing the 'add a line' option, and choosing the phone I want, it asks me to choose the plan to go with this phone. Eventually, I would like to end up with a family 1400 plan, unlimited family texts, and the data plan for my soon-to-be-ordered iphone. I notice, however, that when I choose the family plan, it assumes that I have two lines already, asking me to assign devices.
Should I be trying to add the family plan now, or am I supposed to add an individual plan for the new line first, and THEN make it a family plan after the phone arrives and can be activated? This is all very confusing, and I can't find a lot of clear information on ATT's customer service pages.
