baby always wants to be picked up cant crawl or cruise? 9 months old?

baby always wants to be picked up she cant crawl or cruise? she's 9 months old. I put her on her tummy every day but she gets frustrated after about 10 minutes. she cant crawl but can pivot in a circle. when sitting she whinnes and lifts her arms up to be picked up, and sometimes she just generally whinnes all the time. Should I be picking her up everytime she whinnes or letting her cry outside of her crib? or what should i be doing?

she sometimes whines and I say "ask nicely" then she puts her arms up and i pick her up. am I doing anything wrong? I dont want her to be so depended on me. I want her to learn to crawl.

she also seems to have mini temper tantrums, either if I wont pick her up or if she is on her back and Im changing her diaper she will sign "up' "up" and I tell her to wait a minute because im changing her diaper. she usually throws hissy fits when i change her diaper, by that I mean she whinnes the kicks her legs and arms. is this too young to have a temper tantrum or is this what she is doing? how do i change this? what can i do?
yes she loves "walking" while I hold her under her armpits. I was told though its not good for them to be "walked" early if they are not ready yet (i.e. walking by themselves), but she just loves it
 
Babies get used to parents things doing things at certain times. He/She probably got used to you picking her up this much, so she expects you to pick her up this much. As for crawling, my little brother was about 10 months old when he started crawling. Tantrums are normal for kids 0-3. If he throws tantrums after that then you are spoiling him.
 
Will she walk if you help her? My son was an amazing crawler and started at 9 months Because of this he didn't walk until 15 months! He knew how to crawl and had no interest in walking. One day I saw a women walking while holder her kids hand and I asked how old he was. She told me he was 10 months! I was worried because my son didn't want to walk. She asked me if he was good at crawling and I told her he was awesome at it. She said that her son was terrible at crawling at that was why he took to walking.
Try seeing if she'll walk with your help, she may like it better and be an early walker!

The fits while diaper changing....nothing to be done about that! She just wants to get back to playing! ;)
