bad starter on a mitsubishi...i think?

when i try to start it up nothing happens. the lights come on so it cant be the battery. it doesnt turn over at all, no clicking, just this tiny electronic high pitched noise that makes it seem like its trying to start. Its a mitsubishi galant 1996. ive been told it could be the starter, but another source also said the 'universal bolt' could be loose? i dont know much about cars, please help!

also, how much on average for a starter on this model of car cost?
 
it could be a number of things y ur car wont start,it doesn't necessarily have to be the starter.other things as well can cause this.ne check engine lights on?if u can,pull the starter off and go have it checked to see if it is.good luck
