Bells Palsy and MRI help?

I am 23 years old and have just had my 3rd time with Bell's Palsy, 2nd time in 8 weeks. This time my Doctor decided i needed to have an MRI done on my brain. I had it done about 2 weeks ago. My doctor called me and told me everything looked normal, but my blood pressure has been elevated, and i havent been feeling well so i went to a clinic in town. The doctor i saw there requested my MRI results but they were concerned about the Bell's Palsy. When i told her my primary doctor said the MRI was normal she was surprised because it say, " The right vertebral artery is diminutive or occluded which may be congenital" I'm not sure if i should be concerned, or really what that means. She is referring me to a neurologist but i would still like to know if this is something i should be worried about. Can anyone help me by telling me what it means?
 
Perhaps you shoupd have asked during your visit. It's usually best to ask the doctor making the diagnosis to explain, there is often some written material available as well.
Diminutive means small, and included means blocked or closed off.
