Betta Fish Tank Question?

I have a 5 gallon betta tank and just did a water change 2 days ago. For some reason, however, the top of the water is very cloudy and remains so even when I stir the top. I have a heater in the tank but no filter and there are no live plants. Should I put an air pump in to make the water less stagnant? (I've heard this can be stressful on the fish, though).
 
I wouldn't put in an air pump- it would be kinda useless to a labyrinth fish like a betta. Test your water and see what your water parameters are- also, did you clean the gravel? That might also be why it's cloudy.
