Bike speeds and brake help?

My specific questions are:

a. Is it necessary to have more than 3 speeds on a bike, even if you live in a hilly area?

b. I want to get a cruiser, and I have several options as far as speeds, but (maybe) obviously they don't put handle brakes on lower speeds, is this important if you DO live in a hilly area?
 
I would definately get more than a 3 speed. You should have a minimum of a 12 speed(18 is better) for the hills. You need more than one sprocket on the front, so u can use the lower gears for the hills. The handle bar brakes should be fine if they are adjusted right and are replaced when they are worn.
