A new blue ray player may cost around 200 dollors. It can play almost all the formats of DVDs.
But playing a normal DVD in it will not bring in much better viewing pleasure. It should be attached to a HDTV and the disk playing should be a blue ray disk.

A Blu-Ray player starts at around $100 on sale, some more expensive models go for quite a bit more. The TV and speakers add quite a bit to the price tag.
Should work on any TV, but should be viewed on a HDTV to take advantage of the increases in resolution.
Blu-Ray players do play DVDs.
Blu-Ray is 1080p (1920x1080) resolution, while DVD is 480p (720x480) resolution. Much finer detail. Furthermore, Blu-Ray can carry up to 7.1 channels audio versus 5.1 for DVD. Blu-Ray discs often have additional special features as well. Some Blu-Ray players even have Internet connectivity to download or stream media.
