Bluetooth File Transfer Wizard Disappeared, PLEASE HELP!?

Hello, I have been running windows vista home premium for the past 12 months on my hp pavillion notebook. Anyway i often used the bluetooth file transfer wizard in my start menu you transfer files from other devices via bluetooth. Today i went to access the bluetooth file transfer wizard and IT Disappeared, IT IS NO WHERE TO BE FOUND ON MY COMPUTER, is there anyway i can get this back? please help.. have already tried system restore.
