Boat motor not starting after sitting a year?

I have a 1978 evinrude that has sat a year without starting. I replaced the spark plugs and when starting the motor sparks but the fly wheel and starter do not budge. Please help
 
This is very difficult to explain, in a forum like this one. I understand that it's well covered on one of the other boating forums like iboat.com. Maybe jtexas or jims can point you to it. In the meantime, what happens is that the roller bearings on the crank rust, due to condensation and lack of lubrication which causes the crank shaft to seize. There might be some "sticking of the rings to the cylinder walls." Sometimes you can unstick the crank by using Marvel Mystery oil, but putting in in the spark plug hole does little to get it where it needs to go, which is in the crankshaft area. Then, that doesn't deal with it little pits of rust on the crank and bearings themselves, this cases complete engine failure shortly after you get it running. Mechanics have a lot of tricks but the best method is to completely tare the engine down, and carefully rebuilding the power head. Hopefully the crank can be polished. bearings replaced, rod and wrist pins polished or honed as needed. As you can see it's usually fixable. Good luck!
 
Could be seized if it got wet last year. Probably need to look inside the cylinders you can get devices to let you do that otherwise have to take the heads off
 
sounds like its lock up from lack of use could try oil in the spark plug holes
