Bought a used dirt bike. Previous owner did not title it from the dealer....

...How can I get it titled? I bought a 2006 motocross bike in 2008 from the previous owner who purchased it from the dealer. The bike is not street legal and is intended for off-road used only, and I assume this is why the previous owner did not title it when he purchased it from the dealer (in another state).

Before I can ride the bike on public trails in my state, it must be registered as an Off-Road Vehicle, and in order to obtain that registration, I need to present the title.

I sent a letter to the previous owner, requesting that he obtain a title then transfer it to me. Unfortunately, I have not received a reply after a few weeks now. I have the Certificate of Origin and plan to contact the dealership for advice, but I thought I'd "run t his up the flagpole" on Yahoo Answers for suggestions on other options.

Any help would be greatly appreciated.

I've only needed a bill of sale for off road bikes. Try applying for a lost title at your registry of motor vehicles.
 
The Certificate of Origin is the "original" document with all the information. This should have been signed over to the previous owner by the dealer because this is what you have before it becomes a "title". If this is signed over to the original owner on the back of the certificate of origin, they will need to pay taxes and have it titled in their State, then they sign the back of the Title they will get from the DMV over to you, and then you can get a title in your State. You will need to get your money back if this cannot be done because you will have no use for the bike. I worked at DMV for 7 years, let me know if I can help you out or I've confused you in any way.
