Brake Pads and Surface Rotors (Honda)?

I have a Honda Pilot SUV. Earlier in the year, I went to Honda service center for 60k maintennce and they told me I need to replace my rear brakes and I went ahead with their suggestion. In the bill, it was listed as "Replaced rear Brake Pads and Surface Rotors" and the parts were listed as $58 and labor was $134 and it totaled out to $192.

This time around, I want to do the same for my front brakes and I have the following questions:

(1) Do you think the labor is too much here? Is it a good idea to get them done elsewhere? Does Honda service center do a better job on others when it comes to replacing breaks for their models compared to others? Are these parts only available with Honda? If so, can I just buy the parts from their center and have it replaced elsewhere? What do you suggest?

(2) Also, what point you decide to replace the brakes? Last time they replaced my rear, it was at 3mm. This time around I believe my front is at either 3mm or 2mm.

(3) Also, in the bill when they state "brake pads and surface rotors", are they a single unit or 2 separate things? There is only one charge for the parts though so it appears it is sold as a single unit. But I am not sure what a surface rotor is and every time you replace brake pads, do u have to replace surface rotor?

(4) Once you replace the brakes, how to keep track of how they are wearing down and when to replace it again? Is it based on the miles of usage or type of usage?
