Can a car theif easily jam a VHF tracking device, if so how cheap is the gadget

for them to buy? I thinking about buying a tracking device for my car, but ive been told GPS trackers can be jammed, so can a VHF tracker be jammed, if so is the equipment easy to get hold of and cheap for the criminal?
