Can I legally make a iPhone quiz app about a program such as final cut studio?

Certain software companies such as adobe allow you to take examinations to become qualified in the software.

I am looking to make 'test exam' apps for this kind of thing and wanted to know if there is any legal implications?

yes but you need to reference it with itunes to put on their store

There would be no significant legal implication, as you mentioned people make 'how-tos' for all sorts of software. You just need to acknowledge the various trademarked names etc.
