Can I play Tomb Raider Underworld with all the effects on with this computer?

Asus Single Socket Motherboard (from Compaq) with PCIe x16 slot (1.0)
2 GB Ram 250 GB SATA Hard Drive 7200 RPM
Windows 7 / Windows Vista
Integrated Realtek HD audio

I have a ATI Radeon HD 2400 Pro in currently but it will not play at max resolution above 15-20 fps. Please be kind. Thank-you.
