Can I reactivate my Telus cell phone online?

I am a starving student and didn't pay my bill and they shut my phone off. I see online that tha activation fee through doing it online is $10, but over the phone it is $35. It appeeeaaars that this is only an option if you are activating your phone for the first time? Is this the case?

OR IS THERE A WAY I CAN DO THIS?!
