Can I restore a Dell computer with a Packard Bell recovery disc?

My friend would like to delete everything off his computer but doesn't have a recovery disc to wipe everything , I have a Packard Bell recovery disc would this work on his computer , we both have Windows XP.
 
I highly doubt it will work, My restore disks say Only to be used with an original HP computer.
