Can I unlock my T-Mobile Tap cellphone in New Zealand?

I bought a T-Mobile Tap cell phone from California, USA about a month ago and I was told I could unlock it when I arrive back to New Zealand.

I've been to about 5 different stores in Auckland but none of them can unlock it. Does anyone know where I can unlock it?
