Can I use my cable wiring for Dish Network?

I just moved into an old apartment. I only have a cable outlet on the wall in the living room. There is a dish already installed on the balcony. It seems that the coaxial cable that runs from the installed dish was hooked to the cable outlet on the living room. However, I guess that when the previous tenant moved out, he cut the cable running from the dish and connecting to the cable outlet.
I believe I can connect the cable again so the signal of dish goes to the cable outlet on the wall.
If I connect te cable, can I just run another coaxial cable from the wall outlet to my bedroom (no cable outlets there) and then connect it to the Dish receiver box? I am asking all this because I already have a dish network receiver and would like to get the service activated and just pay for the package I choose without being locked in a contract. Dish offers a packet called Dish Flex. It allows you to just pay for the programming upfront and a one time installation fee I am trying to avoid. If my idea works, then I will avoid paying for the installation and a receiver. I would just have to call Dish network to activate the service. Does this make sense?
I believe, and I am hoping, I won't have to mess with the installed dish because I assume it has been set at the right angle. I would appreciate if someone can shed some light into my questions.
