Can someone explain PAL Region 0 DVD's?

I was wondering if something says PAL Region "0", if it will play on NTSC DVD players. I know PAL is Region "2", but if it is a Region "0" (which denotes that it will play in any system, but it also says PAL, what does that mean exactly? Can I play it in my NTSC DVD player?
 
If you have a cheaper "off-brand" player, it is likely you can play a PAL DVD on your player.

Region 0 could also be inicative of a pirate DVD, since major studios do not release R0 DVDs..

PAL is a video format, simply put it deals with frame rates and resolutions. It will not work on a NTSC player, nor on a NTSC TV. as for the region code, it's not as important as the format, it is a marker of what geographic region the media is to be purchased in.
