Can steroid testing be made tougher for MMA?

As of right now, the testing is not good. The fighters time their cycles and show up as clean before the fights. Only careless fighters get caught. How can this problem be solved? I mean, as of right now, you have an extremely high amount of fighters using steroids in their training program. There is no doubt about that. Is it that steroid use is not considered to be wrong? In other words, is it simply accepted in MMA? Is it just part of the culture? Or is it that the owners of the professional organizations (UFC, Strikeforce, etc.) don't care? Is it that the owners of the professional leagues don't know about the extent of the problem? Is it that the testing methods are all wrong? Is it that the fighters have found newer substances that are not yet detected by the tests? What is it?
