Can u travel in time if you stare into a cats eyes?

I was told that if you sit in a wooden chair facing north with bare feet into a pail of water on a full moon, if you hold a cat in both hands and catch his gaze for 10 seconds you can travel through time. A friend says that can cause wherewolfism, not sure now, izat true?
