Can you get an accidental electrick sock on your penis from a mobile charger when you just unplugged it and it accidentally went on your penis while putting it away?
 
I would say No. if it did, you had static already in u & if that's the outcome your looking for, go find a Electric fence
 
I doubt it, chargers are insulated from the outside for protection, electricity is transmitted through the tube from the inside.
How would it accidentally fall inside your pants anyway ? :S
