Here are some things I remember:
I think it was a dystopian genre of some sort. In the story, in order for anyone to have a baby, you had to first find someone who was willing to give up their life. I'm also pretty sure that the reason for this was because someone had found the cure for aging and no one ever got old and died, unless they wanted to.
There was also a man painting a portrait of the entire staff of the hospital.
I also remember there was some sort of hotline people could call, in case they didn't want to live any more.
If you could tell me the name of the short story or the book from which the short story came, I would be very grateful.
