Me and my friend are going to the states for holiday. But he has a criminal record. Will the immigration authority allow him to get in there?

Of course you can travel to the States if you have a criminal record. There are exceptions to this though and it all depends on the crimes he was convicted of, the country you are coming from and if he has been granted a pardon. For instance, if you had a DUI, that does not stop you from leaving Canada and going into the U.S. Another exception is what is says on your criminal record about probation and restrictions. You can contact your local courthouse to ask or same with US Customs.
P.S. If your friend has a restriction that states he cannot travel outside of his country, then he can put in a request and failing that he would have to get the pardon. There are not many crimes that will stop a Canadian from being admitted into the States. Thankfully, we Canadians are a big stricter on that. Good Luck. Peace:)
*P.S. It has NOTHING to do with the Immigration Officer that interviews you at the border. I have lived on the border of White Rock, British Columbia and Blaine, Washington for 43 years. I walk my dog from my home to the border and back everyday. I understand the US Border very well.
