CD/DVD Formatting Software?

My computer seems to have lost the ability to even format philips cd-r discs... is there a software program out there that can fix this? My OS is Windows Xp.
I am using brand new Philips Cd-r discs in my laptop and the disc drive won't read them or even let me format them... I'm confused...
My disc drive won't even read the discs... and I can't find the driver software... is there a program online for dvd drives?

If the CD-R disk was previously written on then I do not believe it can be formatted since it is not a CD-RW(Rewritable). If it is a new cd then it does not need to be formatted to be written to.
