Cell phone problems with carriers?

ok so if you get a fone from like a different carrier and like u want to program it to like verizon can you do that? I dont really get the concept so yeah i just want to kno if you could buy a fone from a different carrier and program it to yours? So could i get a sprint fone and program it to verizon?
 
I think you can only do it with phones that have SIM cards like T-Mobile or AT&T
