Cellphone issue...please answer?

why is my phone saying that my text messages are not sending but they are in my sent box?

this it what it says everytime i text my BF's phone:

"Your Message to *** *** **** could not be delivered. Code:SMS30"

what does this mean?? Like does it mean my bf has his phone shut off? whenever i get this little message all my texts still go to my sent box as if they were sent... i dont get it
 
Your Message gets sent to the Computers and Servers of your service provider no problem that's why it's at the sent box. BUT your service does not allow the message to be sent to the one receiving it. So your phone isn't the problem, its your network. Might you think that you are (or your BF) is blacklisted or having issues with the service provider?
